Worst. Roy Jenkins was the Chancellor who introduced a tax at a rate of more than £1 in the £1, something which people like Papa Doc or Al Capone would have been proud of. Admittedly, I always doubted that this was his particular policy. It just happened whilst he was filling the seat at that time in his career. Therefore, he takes the rap.
However, no-one has ever accused Gordon Brown of not being responsible for what happens on his watch. Consequently, he is primarily responsible for squandering Labour's inheritance without successfully providing the sort of society that people yearned for when they voted Labour in 1997.
