I'm not sure that FEMA linking to homeland security has much to do with it, as the response to this Hurricane has been on par with the response to Andrew. FEMA was horribly slow to react and seemed tentative to get "boots on the ground". I think it's a combination of federal bureaucracy and lack of leadership. Each FEMA chief and upper management team is nothing but a large set of presidential appointments being paid for political favors. These people don't know how to deal with situations of this magnitude, or run the sizable operations necessary to assist.
Yesterday I thought it was a matter of logistics, which I stand by, it's just the more I read about FEMA and their ability to respond, the more I realize that the planners and managers are bumbling fools, and not just for the current administration, they always have been.
Of course, this does not forgive the failures of both state and local governments either.
